voltage problem with overclock, need some help.

my current specs are in my sig, minus the 4.4ghz overclock. i'm redoing that as i was beginning to run into some stability and other issues. at th emoment i'm at 3.99.. and can't get it stable, because my voltage is fluctuating like mad. i have it set at 1.378 in bios, and yet, i come into windows, and its at 1.312, to 1.33 volts. i think that fluctuation is causing me major stablility and overclocking issues. so to my question, would disabling speed step fix this, and keep it at my bios settings, or is the culprit something else? any help would be appreciate. actually, i think the problem may have been my ram, which is only corsair value ram... and i'm pretty sure it blows at overclocking. and i did fix the voltage issue, i believe. anyone can back up my thoughts that corsair value ram sucks at oc'ing?
