Voltage problem and usb drive problem

I have a Enermax Liberty 620 and a Gigabyte GA-965P-DS3 motherboard.

I was building my computer and got it working and booting great when I went to install Windows I had my usb key in my usb hub which was connected to the usb of my computer and I deleted its partition. I really need help getting the stuff back on there does anyone know anything I can do?

Second question there seems to be some voltage problem with my computer all the volts are good but the 3.3 rail is only outputting 2.03 volts. I am trying to thing what might cause this but I have no idea. I have done stability tests on my computer and everything is running good so should I worry about this or no?
 
Can't help with the first problem. On the second, I don't know much about Enermax, but I wouldn't believe that number unless you've measured it with an external meter.
 
I read the 2.03 volts off the Easy Tune software that came with the mobo. Also in the bios it says the 3.3 rail failed. I think it might be the bios reporting it wrong because everything works great in the computer and its been on for at least 3 days now. I am just hoping thats the case.
