I have a core 2 quad q9650 overclocked to 3.6 stable with no voltage bumps. I have noticed in CPU-Z that my voltages jump between 1.312 to 1.320. Is this a normal thing?.. Is it cause for concern?

That seems to be perfectly normal. AMD and Intel both uses variable voltage. The voltages you mentioned is perfectly fine. At least in my experience. :)

as long as it doesn't cause stability problems. What you're likely experiencing is Vdroop, where the rail voltage sags slightly under load.

This is normal and is known as vdroop. Your voltage will automatically increase when the system load increase. It can also be caused by certain BIOS settings such as C1E/SpeedStep.
