Voltage I/O setting

I was wondering , should i set my I/O voltage to 3.6 instead of 3.4 ? I am using CUSL2-c .will that help for overclocking ? My system is running slower( cause couldnt overclock that much anymore) after i install gainward geforce3 ti-200.
