I am going with a $39 15mbps down / 1 mbps up cable service from TWC. I was wondering if I can install my own VOIP equipment instead of paying a lot more. Or do they need to enable somthing on their end.

I am not knowledgeable with VOIP and also would like to know how they assign you a phone number?
 
I pay way too much for cable and a cable box and VOIP.
I believe there was a way to run a phone off a router but you had to pay a fee for the a phone number or something and needed one other small part.

 
You have to pay someone, somewhere to terminate you in the "normal" phone system and to get assigned a phone number. You can then get this shipped to you as a SIP trunk that you can do with as you please. You can get your own gear but you have to pay for the hook up and the month to month for it. It is often easier and cheaper to get this as a SIP based circuit. Trunking needs more stuff (like a PBX etc) where as the a SIP "line" is just a phone that you tell to connect to a certain IP.

For a phone number you will need to go with another service provider. Look into
MagicJack
Vonage
Skype
 
It's easier to just get service from a provider. I'd personally recommend Ooma, having used them for years. magicJack is cheaper, but I've heard some bad stories, and their marketing makes me wary.
 
I conteplated running http://www.freepbx.org/ for a while, then cheapo'd out because I didn't want to buy the phone hardware.

You have to pay for the SIP trunk provider as well.

You may as well just go with Skype over Wifi, it's like $10/month or something like that. You still have to get the phone hardware, like a smartphone of somekind, or you can just use your laptop/desktop.
