VMWare - why is it so slow sometimes inside the VM ?

Are you talking about ESXi or VMware Workstation?

Host has 32GB and guest Win10 got 4GB, right?

Start Task Manager, click Performance tab, then click Open Resource Monitor, then check CPU, or disk is slowing down the machine. Sometime it's host machine's CPU or disk's usage causing problem.
