The more fluctuations the more the electronics in the TV have to compensate, like the TV's power supply or transformers etc. I'm sure that the bulb would last longer under a constant voltage.

cheap UPSs don't condition line voltage last i checked. you'd need a UPS with an in-line battery for that.
