my s-video out on my graphics card when connected to my TV has some offputting horizontal lines that faintly run up and down the screen - only really visible half the time, but annoying none the less. Sometimes the interference is diagonal lines. Any ideas what might be causing this?
 
Unless someone else has a more specific suggestion, here are some general ones:

interference of some kind - try moving the cable
bad/cheap cable - get a better cable
bug in video card - try switching resolution to TV's native
old/failing video card or TV - get new video card or TV
