VIVO card functionality question

I'm looking at graphics cards with video-in video-out functionality. Does VIVO always give me the ability to send video in and pipe it in real time to the computer video output? I'm not terribly interested in turning the video-in to a big file on disk - more using it to make my computer a video switch for my video input sources. Thus it would be good to be able to send VCR output, say, to the video in and then watch it on the computer output. Is this something VIVO cards are can do and are good for, or does it depend on the software?

I'm specifically thinking of the MSI Ti4200 Vivo, Gainward 650XP VIVO, Leadtek 250 LE TD myVivo cards. The Leadtek card is the only one that specifically advertises picture in picture.
