I have turned it off, but now I can't turn it off from the notification that it's off. People are saying to click on the icon and there is SUPPOSED to be a "Change the way this program notifies me" but mine doesn't have that option. It's lagging me or something, because my network adaptor won't connect until the security center icon pops up (and it's delayed start up)

I need this fixed!!!
