Vista Ultimate 64 only sees 3GB RAM - motherboard limitation?

The board is a Foxconn G31AX-K. BIOS and control panel both obviously show the full 4GBs, but dxdiag and game configuration programs only show 3326MB.

I've searched but couldn't find anything on the board. I tried a few solutions like unchecking "Maximum Memory" in the advanced boot options, setting a few settings in the BIOS to 64 bit, etc., but it's still not showing up. Everything on-board is disabled.

Another possibly related thing, Dxdiag says my video card has 2125MB of memory and RSV6's requirements tool shows it as 4096. Very strange.
