Vista - Set Default Program

I have Vista 32 . For some reason when I right click on a file , then "Open With" , Choose Default Program , it tells me to go to Set Associations in the Control Panel - this works , but takes ages . It used to prompt me after "Choose Default Program" , to select or browse for a program . What could be the cause of it ? Is there some good free utility to do this ?
