Vista "Reliability Monitor" not working?

I installed Ultimate x64 on 25 April and have had no problems with any of my apps or games, in general the system has been fine. I was running x86 but went to x64 when I installed the second 2 GB of DDR2
My problem is that the "Reliabilty Monitor" only shows an entry for 25 April and nothing since? I had x86 installed from Jan thru the above date and had daily entries.
I have Googled this and searched both MS and Technet but am unable to find reports of this as a bug or indeed any reports of it not working. Also checked all the system logs and the "Problem Reports and Solutions" but no clues there.
I doubled checked the "RAC Manager" task but it shows as enabled!
So I must have changed some setting but can't remember what the heck I did!
Any ideas what I need to do?

What do you have under data collector sets, are any collectors enabled?

I double-checked the "RACAgent" task which shows that it ran and completed every day from 25 April thru today 3 May.
Yet the "Reliabilty Monitor" "System Stability Chart" only has the one entry, 25 April.
I also just ran all the diagnostics under "Data Collector Sets"/"System" and the reports were all created and "no problems found"
