Vista Network Problem

Hello, I have Vista Ultimate installed on my PC and I am having trouble with the network and sharing center. When I open it, it takes forever to load and then won't let me do anything inside of it (when I click on something it basically freezes, even trying to close it, it lags/freezes). It also says at the top, that the "server execution failed". It wasn't always like this, and I have a feeling it has something to do with Apache Friends and xampp, as I don't remember having this problem before installing it.

Any ideas on how to fix this?
