Vista is not letting me do a performance rating

It's not a big deal but ever since I did a clean format of Vista SP1 I have been unable to do a performance rating. This is what pops up when I click on the rating. There is no option to rate my computer. This is what it should look like. WTH? It worked fine before I upgraded to SP1.
 
Well I already figured it out, but in case anyone else has had this problem here is the solution:

If you are comfortable using registry editor you can find these 2 keys:

HKLM\Software\Policies\Microsoft\Windows\Control Panel\Performance Control
Panel!PerfCplEnabled
HKCU\Software\Policies\Microsoft\Windows\Control Panel\Performance Control
Panel!PerfCplEnabled

The data should be set to "1" for the performance page to be enabled.

Not sure how mine got set to disabled in the first place though.
