Vista - Downloading and desktop icon order

My desktop icons in Vista 64 are auto arrange/align to grid, with no sort order - I have most of them them arranged the way I want.

But sometimes (it seems erratic as to whether or not this happens or not), when I download something to the desktop, the icon for it ends up below the trash bin icon (which is the first icon) instead of at the end of the icons. Why is this, and is there any way to not have it happen?

Also, what's a good way to save and restore desktop icon order in Vista 64?
 
This is kinda of an obscure thing, but does anyone either know something about it, or just take a guess as to what's going on?
 
No guesses, but why not just download items to specific folder like C:\Downloads or C:\My Download Files .. I personally never download to the desktop, always to a folder
