Vista Desktop Background Configuration woes! :(

Hello and thanks for taking the time to read my thread.

I will try and keep it simple, but detailed. I have a picture that I used for a desktop background for a long time. It is a much taller than it is wide picture, so of course it does not take up the entire screen. In the desktop background settings, Vista has two options I toggled between to get the picture to look just the way I wanted it to. One of these that is called center, and one that is called maintain aspect ratio.

Normally, this is how the image was displayed on the monitor when each setting was checked. I preferred the image to be slightly cut off on the top and bottom, but take up more of the screen space, as shown on the right. Now this is where the problem comes in.

One day I decided to try another background for a bit, but I decided I didn't like it. No problem, so I went and set my other picture as the desktop background. OH no! For some reason, I couldn't get the picture to be big and slightly cropped anymore! For some reason, no matter which of the two settings I selected, the desktop background would only take up screen space like shown on the left side of the diagram. I could not get my background to look like it should in the right side of the diagram no matter what setting I changed.

Is there anyone that can help me out? I want my desktop background's proportions to look like it does in the right side of the diagram, but for some reason that's impossible now. It's as if Vista forgot it had a setting or something. I would really appreciate it if someone was able to figure this out, because I've tried for a good while now complete with google searches to no avail.

Edit: I solved my problem by photoshopping the picture into a background I found acceptable. Although my problem is solved through another method, it still doesn't explain why Windows stopped being able to do this on it's own automatically. So if anyone has any ideas, that would still be helpful.
