Vista basic not booting up?

Hey fellas, Im having a issue with vista basic not booting up. My sister thought it was a good idea to turn off some services and start up items via the msconfig option thru run. Ive tried going into safe mode and nadda. After i log on it goes into a blank screen with a cursor and just stays there. Booting up normally does the same thing. Any idea on what to do? Mind you i currently only have access though a PS3 web browser if that helps. Thanks.
 
Does she have her Vista cd? Id walk her through running system restore from there...
 
Agree with bsobel - The Vista DVD is bootable - and has an easy repair function to restore a non-booting installation
