VISE installer problem

i put my program in the VISE installer and all the other files, dll's, ocx's. and when i install it says that it can run the program because the files or not there but when i game my friend the files and he put them in the right place it worked fine. and i also said for those file to go to the C:\windows\system32 directory. does anyone know the reason for this?
