Virus?

My parents called me today and said there computer had messed up. It was hardlocked when they came home from work. So, they hit the power button on it. However when it rebooted only the default icons were on the desktop and it was back to the default wallpaper. The start button does nothing. You can click it but it just stays down and nothing pops up. If you hit windows key "e" to bring up the explorer it says something like you don't have security to run this active X control. It will display the folders on the left hand side but not files on the right. I got them to go to several free online virus scanners and run them, but it will not run any of them because they can not run active X controls. The security is set to high. If you try to move the slider down to a lower level in IE it just closes IE. They have NAV installed, and they tried to run it by accessing it from the system tray, but it does not list drive C as a location to scan. Safe mode behaves the same way. This is on windows ME by the way. I now its not the best but it came on there computer years ago. This sounds like a virus to me, but I don't know how to kill it. Any tips. I have done all of the above over the phone. My on thing left to do is bring there computer to my house and put it inside my linux box and run a virus checker on it. But that is a 2 hour drive for me. Thanks.
