Virus or Trojan ?

A buddy has a problem .. his IE has a pop-up window that won't go away. It says he's infected with Spyware and should download this program, and has a download button. I seem to recall reading about a Virus/Trojan/Worm that does this, and if you do the download you install a bkdr app that keylogs and all the other theft thingies, etc.

Does anyone know what that virus is called and maybe how to clean it out.

I've told him to turn off System Restore; restart in SafeMode and then run his Spybot; Ad-aware; and anti-virus apps. (He uses Win-ME.)
If this doesn't clean it ... what's next?
