I've used onlinejobs.ph for virtual assistants in the Philippines. It seems to be mostly out of work folks, but there are gems to be found. You will have to give them real life tests (with pay of course, it's cheap enough), and you'll probably go through 2-3 people before you find a good one. And once you find a good one, pay them more than they're asking. The secrets are 1) knowing exactly what you want and 2) filtering the search results for ones with at least two years of experience working for a large corporation doing exactly what you want. Posting a help wanted ad is the lazy way, and the results are almost always at best C-grade.
