Virginia does not allow drivers to use headphones.

The potential number of deaf drivers is lower than the potential for the number of joe schmoes wearing headphones while driving IMO.
 
And everywhere you hear these jackasses with their 20,000 watt stereos blasting like oversized ghetto blasters...
 
But, Shorty...they don't let children drive either...yet, you manlets who have to sit on pillows to see over the dashboard...then use blocks on the pedals so your short legs can reach get to drive...

That's why you clip them with your fender, to be sure you get their attention. How did you pass the test to get your license without knowing that?
 
One phone with mic is fine for phone conversations.

I wouldn't wear two headphones to listen to music or something while driving, seems obvious.

I think this is one of those issues where if it's not causing a problem then why make it illegal. Apparently, idiots with headphones on while driving are a problem, but legally deaf folks who drive are not.

Of course the idiots are going to cry "that's not fair." Wanna talk about unfair? Unfair is that this world is burdened with so many idiots.

Well, I learned to drive and was first licensed in NC, where the rule was to blast two barrels of 12 gauge at them. Now living in more liberal, communist, freedom-hating states since those years, I have learned that the behavior is frowned upon (illegal, actually), and I've had to resort to shaking my fist and bottling my rage. 🙁
 
But they let people who act like children drive. 'I have the RIGHT to drive in the left lane and go 10 mph below the speed limit! How dare you tap your horn to tell me to speed up or get in the right lane! I'll show you!!! I'll go 15 mph below the speed limit and brake check every 10 seconds! FU!'
