1070 always used "1080 class" GPU chips, so this is nothing new.

Maybe a glut of GDDR5x?

250 watts would be 1080ti class.

Why are they running it at the same memory speed as normal GDDR5? This card makes no sense. Unless Nvidia has some hardline contractual thing preventing their partners from selling full 1080s for a lower price or something, I have no idea why they'd try neuter a 1080 and sell it for less as a 1070. Unless a special BIOS "leaks" online that unlocks it as a full 1080 or something, which might be nice if the price is low enough.

They have a considerable excess of inventory and no competition so they're trying to offload while keeping their pricing structure broadly intact.

There is clearly an imbalance in their inventory somewhere, hence these sorts of games to balance things.
