Video weirdness

I run a Win2000 box. Lately, when I run an (any) application, and then close it, it stays on the screen as if I never closed it. When I hit the "Show Desktop" icon in the tray, I get the desktop but all the desktop icons have the remnants of the last screen. Has anyone seen this behavior before? IS the video card? Happens when the box has been running a long time or when I have only had it on 30 mins or so. Thanks in advance.
 
Have you cleaned your User Directory and Windows/Temp directory lately?
Have you checked what services are running and CPU usage? (i.e. Task Manager/Performance)
 
Should I clean out the contents of C:\WINNT\TEMP?

The only goobers I see in task manager is a couple or three instances of cli.exe. I'm working on getting that cleared up.
