for local trains its a spot check...there is a heavy fine if you dont have a ticket.

My comment certainly does have basis, unless overpopulation, corruption, poverty, and terrible infrastructure have suddenly become the antithesis of a primitive people.

I don't think that the people themselves are incapable of living in sophistication, but for whatever reason they haven't managed their situation properly and have created for themselves a primitive lifestyle.

To be honest, you can't use "corruption" as a basis of calling India corrupt. The U.S. isn't exactly the bastion of justice and incorruptibility that we'd all like to believe. If you're calling out India on corruption, then you'd better call the U.S. on the same. For what it's worth, this is coming from an ABCD who loves the U.S.

the level of corruption in india is on a whole another level. its an accepted institution.
