Anyone give light on what the diff in these bios settings, ntsc-j and ntsc-m???

Also...
I'm using a biostar mb 7050 with hdmi. Its set for audio thru hdmi, however I only get audio on the hdmi connected monitor when clicking the TEST in the realtek sound settings (using vista). No other audio plays, no windows sounds or audio from playing video. But the TEST button works. ????
