Video Problem with ECS MB

I have a ECS P6BAP-A+ VIA motherboard with a Celeron 600, 128 mb SDRAM, GeForce 2 MX/400 64mb Video Card, 32x CD-ROM. WinMe with desktop set to 640x480 with 16bit color. I've updated to the latest Nvidia drivers (21.83) for my video card and updated to DirectX 8.0. I've turned off Vsync and checked OpenGL settings in the control panel. My game settings are 640x480, 16bit color, low everything (Return to Castle Wolfenstein). I have the latest 1.1 patch installed. I've followed the instructions on the game support forum and have disabled OpenGL extensions and changed the "wickedGL" setting. I've changed the aperture size in the bios and checked all other settings in the biosas well as flashed to latest bios. I have the latest 4 in 1 VIA drivers and have selected AGP normal and Turbo as well as uninstalled the AGP vxd. My problem is that I only get about 7-9 fps when playing single player no matter what I do. Static against a wall about 15 fps. I upgraded today from a V770 TNT2 16mb video card to this GeForce2 MX/400 64mb and still get 7-9 fps. It's no better than before I installed the new video card. I've ran "Set recommended" in system settings in the game twice but that doesn't help any. What am I missing something here? Has anyone experianced anything similar? I'm lost

You've already done everything most would suggest, I did find an article on that board here at AT link With the 693A northbridge only managing 2xAGP(is it set to 2X in bios?) perhaps it's not allowing the card to perform properly? or maybe an older set of detonators would work better? Have you attempted to run it with software instead of hardware D3D settings? 'm sorry I'm not much help 🙁 It's just that you've already done what I'd have done and that having failed all that's left is speculation on my part.
