Video problem at 32 bit setting

I have a ti-4400 with 40.41 drivers on WinXP. If I run 16 bit colors everything is fine and dandy. As soon as I use 32 bit and restart. Web pages have streaky green lines every so often. Can see artifacts in games also.
I'll try to put a couple of screen captures up.
Anyone know what would cause this the videocard isn't oced.
