I would imagine there would be a lot less outrage, but regardless of your position when it comes to pot, NO CIRCUMSTANCES should be allowed when it comes to a developing toddler who has no ability to grasp the effects of the drug

Yea, probably. I don't think cigarette smoking by toddlers is widely accepted.
