Video flicker - Can I get a possible explanation of causes?

I just put together a new PC and I noticed there are some portions of the screen flickering. I notice it especially with text, as there is a blurry invisible flickering line that draws in the middle.

I did a search for flickering video on google, and one of the first things I read was to adjust the refresh rate. I did not think this would work to fix the issue since I do have a LCD panel. However, it did fix the issue. Setting the refresh rate to 70Hz produces no video issues. At 60Hz the issues are apparent though.

I'm wondering what the root cause of this issue is, or is the myth that LCD panels do not need their refresh rate adjusted a lie?

refresh rates and monitors is not a myth. Its a coincidence that it fixed your problem but the fact is the monitor is slightly defective. If its not operating correctly on the base line settings it needs to be returned.
