Video Editing

Please let me explain what I'd like to do:

I'd like to make short films based on:

Already filmed video that I would simply "edit" and mix.

Screenshots... For example, having a basic backround while moving screenshots around the screen with backround music.

Video I have filmed on my computer with something like Camtasia. I'd like to edit this video and add backround music.

When I say "edit" I mean mix, apply effects (fade in/out, PIP, and all of the other effects that are used in videos now adays).

My question is, where do I start? I have access to both Sony Vegas and Adobe Premiere Pro 7.0. Which would be better and how would I learn to do these things? Are they fairly advanced?
