Video editing software - please help!

I need to edit a video file by making it play in revearse. Only one problem - I can't find any software that allows frames to be rendered backwards!

Please can someone suggest any package, either freeware or shareware, that can accomplish this simple task. It would be useful if it had cut/paste features for rearranging frames as well, but this is not essential.

Any of the major editing apps (Premiere, Media Studio Pro) can do this effect. I don't know about more "home oriented" apps. Many are bundled with capture HW. Can't think of many FREE editors out there.
