I have a few DVD's that I own, the DVD's contain 4 episodes each. The episodes are all one long file, looking for software allowing me to cut the file into the 4 episodes.
 
A different way to do it is to use dvd ripping software which creates separate files for each episode. Im using WinX dvd ripper to do it that way for Deep Space Nine.
 
To add to the above, I'll toss out one more suggestion for you. Handbrake should do what you need. Under the "source" line, there's a menu to select Chapters/Seconds/Frames. Try selecting Chapters to see if it detects the chapters for each episode (easy way). Otherwise, select Seconds and you'll have to enter the start and end time stamps for each episode.
 
I was recently looking for video editing software for Windows and came across Shotcut - it may or may not do what you're after, but I thought I'd mention it.
