Video conversion help!!

Hi, I need to convert a 2.1 gb uncompressed avi to either a 30 mb wmv or asf video file... how can I achieve this? are there better encoding techniques to get a better quality video at a very small size?

I only found guides for WMV/ASF to DivX and ASF to AVI (but not the other way around )
