Heck yeah it exists. It's rather expensive, like $100 per a user though.

You can videoconference among hundreds of sites but 16 is about the max number of sites that each site would be able to view at one time. You won't find that kind of setup for pcs without spending BIG bucks. The type of bridge required costs upwards of $10,000.
