Why?
$140 (plus waiting on a $15 rebate) is not a "paltry" amount of money to most people.
And it costs literally nothing to try to get the current card to do the job.
And, to top it off, the promotion for that card has ended.
Heck, I would spend the $30 to buy a license for PowerStrip (which has a free trial) before throwing money at a completely new card.

Any risk of damage from adjusting any of the settings mentioned there is trivial.
The worst thing that could realistically happen is fubaring video settings and having to remove and reinstall the video drivers.

It should work fine. No, you won't need powerstrip or a new card. NVIDIA includes a powerstrip custom resolution feature right in their drivers. If you don't want to use those, you could also always use rivatuner too, which also has a custom resolution control panel.
And if he doesn't play games, which I doubt he does if he owns an FX5200, suggesting an 8600GTS is ludicrous. His card works absolutely fine.
