Video Card Problems, HELP!

I have been having problems ever since I installed my PNY Tech. GeForce FX 5900 Ultra. When I shutdown the computer, the next time I try to start it up is very difficult. You have to turn it off, turn it on, continuously until it will turn on because most of the time is just sits there. System Specs:
Intel P4 2.4GHz
512 MB Ram
Windows XP Home Edition

Personally, I'm thinking it's the powersupply but, I didn't want to go ahead and get one until I knew it was the problem. It's only 200WAT. Also when I'm playing games sometimes they mess up and everything looks all blocky and there are random triangles of misplaced textures everywhere. HELP PLEASE. Thanks.
 
Definately PSU related. I had to change some cables in my system because I have too many devices in my system and every now and then My PC would lock and when I rebooted it would say the power plug is not connected to the video card, and I have a 450w PSU. I removed all the over head power Y connectors and spread the daisy chaing of the power cables evenly on my devices and the problem went away. Check for loose or damaged power cables and you definately should get a better PSU. The new Vid cards suck up a lot of watts now.

Pick one:

1) your power supply is shot/insufficient
2) your motherboard is shot
3) your videocard is shot

A no-name 200W PSU is probably not enough for a 5900U. Seeing as you didn't mention what kind it was, I'm going to guess it's crap. Start there.
 
Yeah it was crap, thanks for the advice. The card is on a warranty, so I can get a new one or refurb if it's shot, if it's the mobo I have enough money set aside for it, and I'm already ordering a psu tonight.
