hi,
i had a very similar problem a while back, and i think the two may be related.
heres how i fixed it.
downloaded Via 4-in-1 drivers v4.40, not the latest
downloaded detonator 29.50.
ran them and it worked again.
also, the very latest WHQL drivers (40.xx, can remember exactly) also work as well.

hope this helps.

BoomAM,
I got the 4.40 4in1s and the newest WHQL drivers and it helps a little. The programs dont freeze right away anymore but take like ten seconds. I dont want them to freeze at all :) anyone have any more ideas?

Exactly what apps are you running? They may not be run best on Windows 2000. You could try to reseat everything but I don't know about that helping any. Alright I threw my worthless two cents at yas. ;)

Hi again,
Try these
Download the 30.xx-40.xx fix from guru3d.com, i know you didnt upgrade from 30.xx but it might help.
Try detonator version/s
23.11
21.85
27.50
29.xx
40.72

Its hit and miss really, for example, 23.11 fixed the crashes but gave me problems in GTA3, where as 27.50 wouldnt allow me to overclock far. I found that, for me dunno bout you, 29.xx drivers of 40.72 work the best, just try them all, and try different versions of the via 4-in-1

Also, set your BIOS to stability, that might help. keep agp4x on though.
Disable all caching/shadowing in the BIOS to do with the video card.
Switch of fast writes/ side band addressing.
Set your memory timings to normal as well.

Thats all that i can think of, my head now hurts. lol
Try the possible fixes and get back to me. i`ll keep an eye on the thread for when you reply back. i`ll keep thinking though, when ive had a beer. lol

Hope this helps

not quite sure, prob about 10fps max, even current games dont tax the 2x standard enough to warrent the use of agp4x.
from saying that, im predicting loads of people will reply telling the opposite.
my advice is to keep trying the different methods that i mentioned, and others that you come accross, and use the agp2x as a last resort.
also, try updating every driver for every piece of hardware that you own, that might help.
and make sure nothing is sharing the same IRQ as the video card, that can sometimes cause problems as well.

KEEP TRYING, YOU WILL FIND A PROPER FIX EVENTUALLY

My soundcard, SB Live, shares IRQ 11 with my vid card. :(

Change the IRQ that the sound card uses. I cant remember how you change it exactely, but i think you can change it in the BIOS.
Changing the slot that the sound card is in to another, unused one should change it as well i think.
