Video Card Driver Problems

I made a clean install of windows XP. I reinstalled my Radeon 9800 np card. In FS2004 the scenery had an overall "twinkle" for want of a better word. Every thing else appears to be OK. Although I reinstalled the drivers off the installation disk, My Catalist Software display Windows did not state that the Catalist Drivers were installed. I downloaded and reinstalled Catalist 3.10 from the ATI site. This only made things worse. Can someone give me the proper steps to fix this? Plain Noob english please. I am out of my area here. I suppose that I will have to uninstall the drivers.
My System: Windows XP Home, AMD Athlon XP2100 with Thermalright SLK947 and 90mm Panaflow. MSI KT3 Ultra2 mother board, Radeon 9800np, 512 DDR SDRAM 400 watt Enermax.

Uninstall them, use driver cleaner to wipe anything left,and reinstall them again.
