Video capture quality

I'm looking to capture video from some old Video8 camcorder tapes and do DVD authoring. Maintaining highest of quality is a must. I have an old WinTV TV tuner/capture card that I'm using. However, I was looking on NewEgg and found a standalone Prolink Pixelview XCapture card. Reviewers claim that the Conexant CX23881 chipset on the card offers higher decoding quality than most.. I was wondering if this is a noticable difference, and if so, if anyone could recommend maybe even a better board/chipset for this kind of video capture. Thanks!
