Vid Card or Monitor broken? Your guess?

I don't have any way to test which one it is.

A little while back, when moving my desk, the cable fell out of the back of my LCD because it wasn't screwed in tight.

I plugged it back in, and the screen now has a kind of blue haze over it, it won't display colors properly, and the text is smeared- looking.

Lame question I know, but, any guesses?

Edit: I guess I should have maybe posted this in Troubleshooting.

I'd say it wasn't the card if what you describe is accurate. It could be the cable, the connector, or perhaps you just need to press the "auto" button?

First thing I did was replace the cable. I've messed with the monitor settings and that didn't work either. :(

I don't know specifics about monitors or gpu's, but it seems to me that one of the 'color channels' is fried.

Whether it's monitor or GPU, though, I dunno.

I assume you're using analog connector then? (rather than DVI) can you see any bent pins in the cord or connectors on the card or display?

Yep analog. No bent pins that I can see. It more of just 'fell out' of the monitor since it apparently wasn't plugged in tight at all.

I'm guessing there was a sort of power surge: to the card when the monitor got disconnected, or the monitor when I plugged it back in.

No way to test, though :/

You should be able to hot swap a monitor connection with no issues. The Video card port only carries signaling, so there would be no power surge. Maybe your new cable is no good? I've never heard of any damage from hot swapping a monitor cable, I do it all the time.
