via southbridges slowing down PCI, whats your take?

Yes, both my 8K7A+ boards (AMD761/Via686B) and my 8KHA+ (KT266A/8233) have a setting for PCI latency, the default is 32. Also, they allow for a feature called "PCI Delay Transaction" to be enabled or disabled, enabled is the default. Not exactly sure what you mean by " power up after reboot time settings" though....

It goes into standby for a second, then immediately comes out.. I have all my PC's on 24/7 so I don't reboot very often...

Not too bad...we have one of the highest electric rates up here in NH, and I pay around $100/mo...

the Epox boards allow for the PCI Latency to be freely adjustable in the bios, and the Delay Transaction option to be enabled or disabled...

I'm pretty sure I remember seeing those options on my Soltek board too.
