Via 3-in-1?? for amd chipset

You can install the VIA 4 in 1 drivers except DO NOT INSTALL the VIA AGP driver,you need the AMD AGP mini-port driver from AMD`s site,btw if you are using WinXP you don`t need to install anything.

Btw I presume you have a VIA southbridge on your motherboard,btw post your motherboard make and model to confirm this.
 
Easiest solution:

Install the VIA 4 in 1 like you would for ANY VIA based board.

After reboot, install the AMD AGP VGART. It will over write the VIA AGP VGART if installed by the 4 in 1 or any video card "easy install" program.

Nope not really needed since WinXP has built in native VIA support(has 4 in 1 drivers already),the only reason to install them is to update to the latest version of the VIA 4 in 1 drivers, which it normally only updates the INF files in WinXP.
