ok this sound weird but i found this cable

and it says it works if the video card has a TV-out though VGA function. Makes sense but i never knew such a thing even exists. So anyone know if a Geforce 6150 can do this? My mobo with video is this one: http://www.pcstats.com/artvnl.cfm?articleID=1865
I ask because i recently move my HTPC from my bedroom to my living room and i notice there is a thick lines movie from bottom to top of the screen at a certain frequency. Sometimes it is noticeable and sometime it isn't. I did not notice this on my bedroom TV which has a some built in noise corrections filters that my living room TV does not. Another thing is that my living room TV didn't experience this problem when i used my laptop to connect via S-video nor any other s-video device. Thoughts?
Both tv's are normal SD 480i TV.
