I've looked around but can't find any.. Are there any video or tuner cards that can accept VGA or DVI inputs?
 
Yeah, unfortunatly that falls into the same category as Component input for the PC, which doesn't exist cheaply. If you want to pay in the quadruple digits, then you can find something (ie, professional equipment)

Consider that (unless you want to capture 640x480@30Hz) you're asking for a video encoder chip capable of handling FAR more throughput than the ones found in a 'normal' video capture card.
 
... to be put on a bus that handles FAR more throughput and has MUCH better realtime capability than your measly 32-bit PCI bus.
