I had read somewhere else that the VF900 wasn't really sufficient to cool the X1900XTX under load.
Also, instead of stretching out the RTHDRIBL window, use ati tool to log the temps and then run the stress test in fullscreen mode, I think it stresses the video card more than windowed mode.
