Very slow xbox live and PSN performance

I've been getting very slow performance on both xbox live and PSN.

I don't play games online with the ps3, but gears of war 2 is a lag test for me 90% of the time. On both systems, downloading demos is incredibly slow. Neither will tell you the speed, but when I watch the data transfer on the ps3, it's not going faster than 100-200 kb/s. I tried downloading the south park movie off of xbox live a while ago and it took all night to download 3.7gb.

Could Cox San Diego be throttling my Internet when I'm using those networks? This is not an issue when I use the computer because I'm consistantly hitting 15/3mbps on speed tests on both my of and the ps3 browser.

Is there any way to tell if I am being throttled by the cable company?

This, and you may also want to try a new modem. I've heard of rare cases where switching modems fixes the problem (maybe try the Linksys one? I've heard good things about it).

You could always call your ISP about it.
 
Based off of watching the size completed while downloading, I get as much as a megabyte a second when downloading RB music from PSN.
