I'm looking to build a system fairly soon. From a quick google, would I be right in saying AMD/Intel/both will be cutting prices in July? If yes, is there a rumoured date?

about how large are the price changes expected to be? i currently plan to build a pc with an e6420 which costs about 180. is the price difference going to be so large that i should wait?

Well, according to wikipedia, the E6540 is similar to the E6600 but with a 1333MHz FSB instead of 1066MHz and will be priced at $163. July 23 is not that far away. You do the math.
