Very noisy Dell Server (Dell PowerEdge 500SC)

Can someone give advice. In my husband's office, his boss bought new Dell Server. His boss hates the noise the server is making, and wants to disconnect the fans. So my DH wanted to know if this was a good idea. So Boss tries and disconnect the fans but now server won't boot. Boss wants to know how to get around this issue and boot without the fans. Any ideas on that?
I don't think it is good to disconect the fans so I'm writing and asking you "the experts".
Can he leave the fans disconnected and run this safely without it overheating?
Wouldn't a smarter idea be to insulate tbe case or are there quieter replacement fans that could be put in that would provide less noise?
Any suggestions?

Tell him to plug the fans back in and deal with it. PowerEdge machines are servers. Servers are made to be running 24/7, and have as little downtime as possible. Therefore, they need maximum cooling, no matter what the cost. If he didn't want something loud, then he should've bought a Dimension desktop. The PowerEdge machine probably has sensors to detect when the fans aren't spinning, and it won't boot when they aren't to avoid possible overheating damage.
